Our client, the Government of Manitoba, is seeking a highly experienced executive leader who will lead the human resource management and organizational development function for the government in its entirety. Working closely with the Clerk of Executive Council and departmental leadership, the Commissioner will lead the development and effective execution of comprehensive strategies, programs, and services as well as enabling policy, legislation and regulation to ensure a highly effective, professionally competent, respectful, responsive, relevant and modern public service.
The successful candidate for this position will champion the design and government-wide implementation of a responsive, flexible, results-oriented and leading practice service delivery model for recruitment, selection and onboarding, performance management, learning and development, supportive employment and disability management and labor relations services. The Civil Service Commissioner will work with the executive and departmental leadership to define the vision, goals and objectives, and develop the culture and environment necessary for successful achievement.
The successful candidate for this position will have a post secondary degree in public or business administration complemented by extensive executive experience in a large multi-faceted organization. He/she will have expertise in leading practices in human resource management including development and implementation of strategy, transformation and change, performance management and measurement, culture and employee engagement, labor relations and workplace diversity. The successful candidate will have excellent oral, written and presentation skills. Experience providing advice and direction on drafting and implementing legislation, policies and programs as well as large budget preparation within government estimates processes would be considered an asset.
