Our client, the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA), has evolved over the past few years and must continue to transform to address upcoming changes. Established by the Liquor, Gaming and Cannabis Control Act, the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) is an independent agency that regulates: persons who sell, serve or manufacture liquor; gaming events and persons who are involved in gaming; the integrity of lottery schemes conducted in Manitoba and most recently, persons who sell and distribute cannabis. As part of the Government of Manitoba horse racing regulatory modernization project, the LGCA will soon be responsible for oversight and regulation of this industry as well.
The next Executive Director will provide strategic leadership of the LGCA by ensuring the delivery of timely, transparent, fair and risk-based regulatory processes for gaming, liquor, cannabis and horse racing in Manitoba. He/she will work closely with the executive team to develop policies and practices that continue and further the integration of people, processes and technology, to enhance the stakeholder experience while protecting the public. The successful candidate will develop a funding model that promotes long-term sustainability while minimizing the impact on businesses and citizens. The Executive Director will provide advice and guidance to the Board of Directors and the Minister about legislation and regulatory frameworks.
The ideal candidate will bring significant executive level experience, preferably in a regulated environment, complemented by a relevant postsecondary degree. The Executive Director must have successful experience leading organizations through transformation, specifically integrating policy, systems, processes, people and culture. A strategic thinker, the ideal candidate will know how to develop and sustain funding models that ensure appropriate resourcing while containing expenditures. The successful candidate will have a track record of navigating through complex issues, balancing the expectations of its stakeholders, the Board of Directors, the Government of Manitoba, industry partners and Manitobans, and developing respectful and mutually beneficial relationships. The next Executive Director must bring a strong understanding of Indigenous history and communities and risk-based regulation and its impact on business and consumers.
